A per-PR environment with no automatic teardown becomes a permanent environment with a misleading name.

- Ephemeral environments solve a real problem persistent staging can't: two feature branches both needing to modify the same database schema can't safely share one persistent environment at the same time, but each can get its own throwaway environment with zero conflict.
- State the best practice directly: attach a hard TTL (a scheduled cleanup, or an automation rule tied to the source PR's closure) rather than relying on someone remembering to tear it down manually.
- Introduce GKE fleets as the same 'manage many things consistently, not by hand, one at a time' principle applied to cluster count: a logical grouping letting Config Sync and policy apply once across every member cluster. Flag the 2026 tiering change again here — Fleet API, Config Sync, Policy Controller, and Connect Gateway all moved into base GKE.
