ComputeClasses make infrastructure choice declarative

A workload selects a ComputeClass. GKE evaluates ordered priorities, scales a matching pool or creates one, and falls back when the preferred hardware is unavailable.

1Pod becomes PendingRequests and selectors describe unsatisfied capacity.
